How Do You Locate An Inmate:
You can locate an inmate in two ways. You can call the two El Paso County jails or you can search for the inmate online. The easiest way will be to search for them online as the search looks in both jails. All you will need to obtain the information online is the inmate’s First and Last Name and their birth date.
To locate an inmate by phone you will have to call the two El Paso County jails, the Downtown Jail and the Jail Annex. You can reach the Downtown Jail at (915) 546-2212 and the Jail Annex at (915) 856-4802.
Where Is The Jail Located:
The Downtown Jail is located at 601 E. Overland, El Paso, Texas 79901.
The Jail Annex is located in the Leo Samaniego Law Enforcement Complex at 12501 E. Montana, El Paso, Texas 79938.
What Time Is The Jail Open:
The jails are open 24 hours a day 7 days a week.
When Are Visiting Hours:
Visitation at the two El Paso County jails occurs on Saturday and Sunday only and the hours of visitation will depend on where the inmate is being held.
Down Town Jail
- Inmates are housed on different floors that determine the visiting hours
- Saturday
- 8AM – 11AM – Odd Numbered Floors.
- 6PM – 9PM – Even Numbered Floors.
- Sunday
- 8AM – 11AM – Even Numbered Floors.

Jail Annex
- Inmates are housed in “Pods” that determine the visiting hours

What Do I Need To Visit An Inmate:
You must be 17 years or older and have a valid picture identification to visit an inmate. Each visitor is allowed to visit once a day on any of the visiting days and will have 20 minutes to visit with the inmate.
Children
Children 16 years or younger must be accompanied by an adult and are only allowed morning visitation on the 1st Saturday and Sunday of the month and on the following holidays*:

What Items Can I Bring To A Prisoner:
You cannot bring an inmate any belongings but you can leave money to be deposited to their account and they can buy commissary.
What Is The Phone Call Policy:
Inmates are allowed to make calls from jail and the El Paso County jails use the services of DSI – ITI, LLC to connect those calls. You must create an account with this company to be able to receive calls from inmates. What Is Mail Policy:
You can send mail, including money orders and cashier’s checks to the inmate. But do not send cash or personal checks as they will be returned to you. Please note that any incoming correspondence may be opened, inspected, and read before the mail is delivered.

You are not allowed to mail the following items:
- Inflammatory writing, including pornography
- Anything that aids in the construction of weapons, ammunition, bombs or incendiary devices
- Items or material that can assist in the escape from an institution, including but not limited to plans and diagrams
- Words and pictures describing or explaining how to make alcohol or drugs
- Anything written in code
- Publications that promote the overthrow of any government unit
- The following items will not be accepted and will be sent back to you:
- Items coated in plastic, including cards
- Letters with tape or stickers
- Envelopes with foreign substances or residue, including glue
- Mail containing more than 5 pictures (Note: Polaroid pictures will NOT be accepted) or photos that are larger than a 5 x 7.
- Obscene, nude, or pornographic pictures or drawings and pictures showing underwear.
- Electronic pictures, including those printed from a computer
- Posters, hardcover books or jewelry
Commissary
Inmates can purchase items from commissary and you can put money on their account to purchase items. You can either deposit money in person at either jail or you can do it online by setting up an account with the El Paso County Texas Commissary. Where Are Impound Vehicles Are Stored:
Impounded vehicles are held at the Municipal Vehicle Storage Facility located at 11615 Railroad, El Paso, Texas 79934. This facility is open 24 hours a day7 days a week. You can contact the facility at 915-534-8750.

Any one you ends up in jail should understand that that is where they were heading in the first place. The choices made are the choices you must accept and man up. The Jailers and people who work at the Jail had a tough job dealing with so many different individuals i.e. drug addicts; rebellious individuals and individuals who just think that they are above the law. I have been to the jail because we have an individual in our family who insist on breaking the law and stealing even from their own family because they don’t want to work. We are all human and thus dealing with so much eventually makes you feel like there is no other avenue but to develop an attitude that help you survive inside those jail walls with those individuals. Sorry but I do have praise and thanks for those employees who work in this environment. I hope you keep doing a great job and thank you for being there for our community residents who just don’t want to learn from their mistakes.
This is by far the worst jail I’ve ever been to! At 3 in the morning, 11, then around 5. The glorified babysitters are lazy as fuck, rude, and extremely unhelpful and disrespectful. There are a couple who are nice and willing to help you. It is dirty, cold, ans nasty. Full of hoodrats, and ladies if you are on heroin, methadone, pain killers, or any kind of opiates, you’re in for a rude awakening. They give you nothing to help you taper off the drugs. You never know anything about your case, when you go to court, no motion of discovery. You have to sit there for at least THREE WEEKS, before you can go for a bond reduction hearing or p.r, bond. It fucking sucks. If you can, avoid it by any means, except being a snitch.
Posted bail at 10am and its 330 pm and still not released just because they work 12hr shifts doesn’t mean the offenders should have to Waite to get processed the officers aren’t that busy its the same routine everyday. Where the higher ups shouldn’t they be checking on their workers since they pass the bucket around and slowly get the work done
The jail is Violating the legal rights of inmates by not affording them to get to the law library to legally research there cases or allow the right to attorney phone calls for one. The mail is not being delivered ins timely manner, the phone system GTI is not vey dependable for communication with family members nor is this service affordable either. Inmates are not being afforded the right to having there grievances heard or acted upon. There attitudes aren’t bad since the shooting of the prisoner Saenz whom was shoot by the El Paso police officer
I absolutely agree took my fiance almost three weeks from the day he got there to receive even one letter but when he did he got them all at once. I sent a card which I had called and asked about they said yes I could send one. Then I get it back ripped in half. They could of just returned it. 2500 calories which consists of 2 meals of Bolognese sandwich chips and a piece of cake. And the officers are a joke they don’t know what they are talking about half the time none of them are on the same page and they won’t transfer you to who u ask for until u answer their 100 questions and even then they don’t. The el Paso county jail annex is a joke.
